This is an Extremely Rare Plant Fossil from a formation where Pagiophyllum is pretty much the only plant fossil found and this gem! It has Dinosaur Like Scaley Structures on the Carbonized Plant Remains. This could well be the stem or trunk structure of Pagiophyllum?
